Finding Waterleaf in Terraria is super easy once you know where to look! Head to any Desert biome and keep an eye out for these small, blue plants on the sand. They're easier to spot during Rain when they bloom, but you can find them any time. Just remember, a good ol' pickaxe or staff will help you harvest them right up.

Just go to the desert, lol. Waterleaf is everywhere.

As someone who spent hours thinking Waterleaf was an underwater plant (don't ask), I can confirm the desert is your best bet. Seriously, they grow on sand, and when it rains, it's like they're throwing a party and you're invited to collect as many as you want. Pro tip: Stock up during the rain for an easier harvest.
