I had the same issue! What worked for me was actually clearing the game's cache. On PS5, you can do this by completely turning off your console (not rest mode) and then unplugging it for a couple of minutes. Seems like it clears whatever was causing the hiccup because after doing that, Bell's quest ran smoothly for me.

Forget fixing it, just enjoy the rest of the game. Some quests are buggy but it doesn鈥檛 ruin the whole experience.
