Ensure your privacy settings allow for communication. Check under Settings > Account > Privacy & online safety > Xbox Live privacy.
Sometimes a simple restart will do the trick. Restart your Xbox and see if that resolves the issue.
Go to Settings > General > Volume & audio output. Verify if party chat output is set correctly. If not, change it to headset or speakers.
I had this issue once and solved it by updating my controller firmware. Plug it in with a USB cable, then check Settings > Devices & connections > Accessories for updates.
