You need high smarts and decent crime skills. Go to Crime Activities and select the satellite repair task.

You really don't fix anything in BitLife. It's just one of the crime activities you can choose.

To fix the satellite, go to the Activities tab, select the Crime option, and choose the 'Fix the satellite' task. It's the same place where you find the 'Commit Grand Theft Auto' option.
