First thing, make sure you're the host! Only the host can change game settings. Once you're in the lobby, click on the laptop and poke around the settings menu. You'll find options to adjust game settings like task count, player speed, and imposter count! Happy crewmating!

Yeah, just click on the laptop when you're in the lobby as the host. Not much else to it.
From personal experience, make sure to adjust those settings before starting the game. Once the game starts, you can't change them again until the next lobby!
