First, check your internet connection because a weak connection can mess up chat. Restarting the game can also do wonders. If nothing works, go into the settings and make sure chat is turned on.
Sometimes, a quick log out and log back in does the trick. Also, make sure you didn't accidentally mute the other players.
I had this issue once and fiddling with the privacy settings helped. Make sure your account allows chat under Privacy & Settings.
