Keep running till Mario's arms spread out, then hit and keep holding the jump button. In the air, tilt back to go higher, forward to go lower. Easy peasy!

To fly with the Cape, start by getting a running start until Mario's arms go out. Then, press and hold the jump button to take off. Once in the air, pull back on the control stick to gain altitude and push forward to descend. Happy flying!
