The fastest way: find them in the 'Friends' tab, click on their profile, and then just follow!
You can't follow people on Duolingo unless you're connected on Facebook, so link your account, and you'll see your friends!
Just search for the user in the 'Leaderboard' or 'Friends' section, and hit that 'Follow' button when you find them.
