You can't officially follow someone in Hay Day like you do on social media. You can add people to your friend's list with their tag, though.

Oh, it's super easy! Just go to their farm, click on their Farmer's Name, and then hit the Follow button. Happy farming!

Here's the scoop from a seasoned farmer: Go to the friend's tab, enter their player tag, and send them a request. Once they accept, you can visit their farm anytime!
