To form a confederation in Total War: Warhammer, you need to improve your relationship with the target faction. Use diplomacy to make them like you (gifts, trade agreements, etc.), then propose a confederation when their attitude is high enough.

Make sure to have a strong military and economy. Other factions are more likely to confederate if they think you can protect them.

Honestly, just spam gifts and trade agreements, then pop the confederation request. Works like a charm!
