To fuse in Dragon Ball Xenoverse 2, you need to play as either Gotenks or Gogeta. Gotenks is a fusion of Goten and Trunks, while Gogeta is a fusion of Goku and Vegeta. Just select these characters from the roster, and you're good to go!
Fusion in Xenoverse 2 isn't something you do yourself; you play as characters who are already fused like Gogeta or Gotenks. Pick 'em from the character select screen.
