Use a Charged TM or Elite Charged TM to add the second move to your Pokémon. Keep in mind it takes a decent amount of Stardust and Candy.

Hey there! To get a second special attack for your Pokémon, you need to use an Elite Charged TM or a regular Charged TM during special events. It's gonna cost you some Stardust and Candy too, so save up!

Honestly, using an Elite Charged TM is the easiest way. Just do it during special events to save on resources.

From personal experience, you gotta save up that Stardust and Candy and then use a Charged TM. Made my Gyarados a true monster with two special attacks!
