Spam Parallel Quests that reward Dragon Balls, especially ones that have multiple NPCs appearing during the mission. More NPCs means more chances for that sweet, shiny Dragon Ball!
Honestly, just buy it from Shenron.
You gotta farm the Time Patrol quests and keep an eye out for the NPCs wanting to fight. Beat them, and you might get a Dragon Ball as a reward!
