The quickest way to get 9999 G in Undertale is by farming in the Temmie Village. Sell the temflakes to Temmie and then buy them back at a discount. Repeat until you're rolling in gold!
Do the Temmie College quest. Send Temmie to college and you'll unlock an item that lets you sell items for higher prices. It's tedious but works!
