First, build the Children's Store. Then, you gotta complete the “Love Is in the Air” quest and reach level 11. After that, get your Sims married and buy a crib! Place the crib in the house, and the option to add a baby will be available. Boom, baby time!

Make sure your Sims are married and have an empty crib in the house. If you have enough LP, you can speed up the pregnancy process.
