Ah, the elusive Bloodied Fixer! To snag one of these beauties, you'll need to pray to the RNG gods first. But seriously, you can get the Bloodied Fixer plan by completing the 'Encryptid' event. Once you have the plan, you craft Fixers until you get the Bloodied effect, which increases damage as your health decreases. Remember, it's all about that sweet, sweet RNG. Keep crafting!

Just trade for it. Seriously. Grinding for a specific legendary effect can take forever. Hop onto a Fallout 76 trading forum or Discord and see if someone's willing to part with their Bloodied Fixer. You might need to trade some valuable items in return, but it saves you from the RNG headache.

RNG hates me, I've crafted a gazillion Fixers and still no Bloodied. But my buddy got it on his third try. So, keep trying or just trade for it!
