To get a dog in The Sims FreePlay, you need to reach Player Level 11, then build the Pet Shop. Head over to the Pet Shop, and you can adopt a dog using Simoleons or LP!
In my experience, once you get to Level 11 and build the Pet Shop, you'll have a bunch of dogs to choose from. Simoleons or LP are all you need!
