Easiest way to get a Hitmonchan? Hatch a 10km egg! They often appear from those. Otherwise, you might get lucky finding one in the wild around gyms or sporting areas!

I caught mine by winning a raid battle that featured Hitmonchan. Keep an eye out for those raid rotations!

You can also evolve a Tyrogue, but it's a bit of a gamble since Tyrogue can evolve into Hitmonlee, Hitmontop, or Hitmonchan based on its highest IV stat.
