Sometimes guards will get taken out during riots. Snatch the keycard quickly from their dropped items before anyone else does!
Bribing guards with in-game Cash sometimes works, but it’s rare to find one willing to give up their gear.
Just be a guard yourself for a while and switch back to prisoner with the keycard in your inventory. Problem solved!
