First, you need to get an Incubator Power Core from the Market, then find an egg in Earth missions and incubate it in your Orbiter. Boom, you have a pet!
You can get a pet by incubating a Kubrow or Kavat. Grab an egg on Earth for Kubrows or scan Feral Kavats in Derelict missions for a Kavat genetic code.
I've found that following the Howl of the Kubrow quest is the easiest way to get your first pet. It guides you step-by-step and is pretty rewarding!
