All you gotta do is hit level 20, pop into the Home Store, and splash some Simoleons on that pool.
I've done it! You need to get to level 20 in the game first. After that, it's a matter of opening the Home Store, going to the Outdoor section, and using Simoleons to buy and build your pool.
