To get a Seaglide, scan three Seaglide fragments scattered around the shallows using your scanner. Then, craft it at the Fabricator with Titanium, Battery, Lubricant, Copper Wire, and a piece of Creepvine Seed Cluster. You'll be zooming through the water in no time!

Find and scan 3 Seaglide fragments in the Safe Shallows or Kelp Forest, then gather the necessary materials to craft it at the Fabricator. Happy gliding!
