You need to reach Level 17 and complete the 'Multi Story Renovations' quest to unlock the ability to build a second floor. Once you finish this quest, just go to the Home Store, select the 'Floor Level Tool,' and you're good to go! Easy peasy!

I've done it! Hit Level 17 and start the 'Multi Story Renovations' quest. After you complete it, you'll be able to add stairs from the Home Store. Happy building!
