Getting a third villager in Animal Crossing is pretty fun and simple! First, you need to progress through the game a bit. Tom Nook will eventually ask you to help him set up plots for new villagers. Once you've prepared a plot, go on mystery tours using Nook Miles Tickets. On these islands, you'll meet various villagers. Talk to them and invite them to your island. If you've already met a few and your plots are full, new villagers will move in automatically over time. So basically, help Tom Nook, set up some plots, and start inviting!

Just spam those Nook Miles Tickets and visit as many islands as you can. Sooner or later, you'll bump into a villager you like. Easy peasy.
