To get access to The Quills, first complete The War Within quest, then head to Cetus on Earth and talk to Konzu to start the Saya's Vigil quest. Once you've done that, visit the Quills' cave near the giant gate in Cetus!

Just finish The War Within and Saya's Vigil quests. Then you can find The Quills near the large gate in Cetus.
