Unlocked it pretty easily by progressing through the main storyline. Just keep playing and it'll come to you naturally!
You just need to keep doing the main story quests, and eventually, the option to access the Watchdog will pop up. Don't stress it too much!
Just focus on the main missions. It'll unlock as you progress.
Some said it's a side mission, but for me, it unlocked during the main quest. Just play through and you'll get there.
