How to Get Akuma in Street Fighter 2
Unlocking Akuma in Street Fighter 2 Turbo involves entering a special code at the character selection screen. Highlight Ryu for 3 seconds, T. Hawk for 3 seconds, Guile for 3 seconds, Cammy for 3 seconds, and finally go back to Ryu. Press Start and then all three punch buttons at the same time. Voila—Akuma appears!

I managed to unlock Akuma by following a code sequence: Ryu (3 sec), T. Hawk (3 sec), Guile (3 sec), Cammy (3 sec), back to Ryu, then press Start and three punch buttons.
The only way to play as Akuma in Street Fighter II Turbo is to just buy a re-release or remaster where he's already unlocked. Less effort, more butt-kicking!
