You can unlock all Dragon Ball FighterZ characters by purchasing the FighterZ Passes or individual DLC packs! Just open your wallet and let the FighterZ magic happen!
I've got 'em all by snagging the Ultimate Edition. It came loaded with several characters included, and I picked up the rest as DLCs dropped.
Complete the in-game story mode to unlock Android 21 and then you might need to buy the additional characters through DLC. No shortcuts here, friend.
