Just buy it lol. Open your in-game phone, navigate to Dynasty 8 Executive site, and choose the one you can afford. Easy peasy.

I grabbed my agency last month, and it was worth every penny. Make sure you've got enough GTA$ though. Without the update from The Contract, you won't see the option to buy. And yeah, having an agency opens up tons of new missions and perks. Definitely a game-changer.
