To get an Angel Room in The Binding of Isaac, you need to avoid taking Red Heart damage on the floor and defeat the boss. If you have a high Devil Room chance but refuse the deal, your Angel Room chance gets boosted!
I swear by this method: stack up on soul hearts, stay away from Red Heart damage, and always deny the Devil deals. Works like a charm!
