You need to complete all Star Chart nodes, even the ones on Lua. Once done, the alerts for Arbitration missions will pop up.

To unlock Arbitration missions, you gotta complete all nodes on the Star Chart, including the Lua nodes. Then, you’ll receive alerts for Arbitrations in your Navigation console!
