Easy peasy, lemon squeezy! To get babies in Fallout Shelter, simply put a male and female Dweller into living quarters together and give them some time. They'll start chatting, and if they hit it off, they'll run behind the screen for some privacy. After some time, the female Dweller will emerge pregnant. Wait a few hours, and you'll have a brand new baby Dweller to add to your Vault. Just make sure both Dwellers are happy for a higher chance of success!
Honestly, it feels kinda weird actively trying to make Dwellers have babies when you think about it too much.
