You can't directly choose black hair in Splatoon 2, but you can achieve a similar look by selecting the darkest ink color. Just pick the 'Splatfest' team with the darkest ink hue when available, and your character's hair will appear close to black.

Sorry to burst your bubble, but getting true black hair in Splatoon 2 isn't possible. Stick to darker ink colors during Splatfests, and that's the best you'll get.
