To get Brewster and his cafe, the Roost, in ACNH, you need to have the museum upgrade with the art gallery, which requires donating at least one piece of art to Blathers. After achieving this, talk to Blathers and he will mention wanting to invite a special friend (Brewster) to the island. This triggers a quest involving a trip to a mysterious island on Kapp'n's boat tours, where you'll find Brewster. Simply convince him to come to your island. Voila, wait for the Roost to open in the museum!
