Just like in the original Subnautica, you'll need to scan fragments of the Habitat Builder in Below Zero. Then, craft it with a Computer Chip, a Wiring Kit, and a Battery. Easy peasy!

To get the Habitat Builder in Subnautica Below Zero, first, you'll need to scan fragments of it which you can find around the Twisty Bridges and Delta Station locations. Once you have the blueprint, craft it using a Computer Chip, a Wiring Kit, and a Battery. Happy building!
