I've done it a few times: Just find a builder leader, finish their quests, then do the last big mission. Boom, legacy unlocked!

You gotta recruit a leader with the Builder trait, complete their missions, and then finish the final legacy mission. Simple as that!
Alright, future fortress builder! To unlock the Builder legacy in State of Decay 2, you need to complete all the missions for a survivor with the Builder leadership trait. Once that's done, finish the legacy mission, and voila! You鈥檙e a master builder!
Skip the nonsense. Just focus on getting a Builder leader and complete their quests. Easy peasy.
