To recruit Cell and Frieza in Dragon Ball Fusions, you need to complete specific sub-events and missions. For Cell, you can find him in the Spaceship area and battle him to recruit him. Frieza requires you to encounter and defeat him in different forms before he finally joins you. Just be persistent and keep an eye out for their locations!
I managed to get Cell by doing sub-quests in the Spaceship zone. For Frieza, I fought him multiple times in different forms until he joined. Totally worth the effort!
