Then, head to the respective areas where they're located (Check out the Frieza's Spaceship for Frieza and Hell for Cell). Seriously, just progress through the main story until you unlock the radar. Once you get the radar, finding Frieza and Cell is a cakewalk.

To get Frieza, head to Frieza's Spaceship. For Cell, visit Hell. Recruitment usually follows some epic battles. Happy fusing!
