To get Chop, you just gotta advance through the story a bit. He's Franklin's dog and basically becomes available after you complete the mission 'Chop'. After that, you can take him for walks, play fetch, and even train him using the iFruit app. It's pretty cool because he can help you find hidden items when you're out and about. Just make sure you're playing as Franklin when you wanna hang out with Chop!

Hot take but honestly, Chop is cool and all, but he's kind of just a side novelty. Doesn't change the game much but hey, if you like dogs in games, go for it.
