To get the clothes shop, aka Able Sisters, in Animal Crossing, first, you need Mabel to visit your island. She'll appear in the plaza randomly after you've upgraded from a tent to a house. Buy stuff from her each time she visits, and after a few visits, she'll ask you to pick a spot for the permanent shop!

Don't stress much about it. Mabel will come around with her pop-up shop, and after you buy some items from her, she'll decide your island is trendy enough for a permanent shop. It kinda happens naturally if you're into changing your character's outfits often.
