Just fight through the roster in Classic Mode. Cloud's sixth in line, so you'll meet him pretty soon.
Easiest way to get Cloud? Unlock him in the World of Light adventure mode by progressing through the story!
Hot take: Just buy the DLC pass if you want him and can't be bothered with unlocking.
To get Cloud, just play Classic Mode six times, any character will do fine. He'll challenge you to a fight!
