To get companion quests in The Outer Worlds, talk to your crew members on your ship, The Unreliable. They’ll give you quests after some initial conversations.
Some companion quests activate after certain main story missions. Just progress through the game, and they'll come knocking.
I found most of mine just by talking to everyone on The Unreliable. Nyoka, Parvati, everyone has something to say if you ask the right questions.
