Just wait for the KK Slider concert to finish. Tom Nook gives it to you the day after that concert. Long story short: no KK, no app.

Honestly, just enjoy the game and follow the main objectives. The Island Designer app isn't something you can miss as long as you're progressing. Trust the process!

Getting the Construction app, also known as the Island Designer app, in Animal Crossing: New Horizons is a bit of a journey but totally worth it! First, you gotta work through the game's main milestones. This means upgrading your tent to a house, helping Tom Nook bring three new villagers to your island, and getting the KK Slider concert to happen.
