You need to complete certain missions and quests to unlock crew members. Once you do, they're usually hanging out at spaceports or outpost hubs. Happy recruiting!
From my experience, the best crew members are often hidden in plain sight. Talk to everyone, and those with the right skills will eventually join you.
Just find 'em in major cities and space stations. Talk to people, some will have recruitment dialogue.
