To get Cyrax in the Mortal Kombat X app, you need to play through the Story Mode. He's part of the Triborg character, which also includes Sektor and Smoke. Finish the Story Mode, and you'll unlock the Triborg pack, giving you access to Cyrax!

I unlocked Cyrax after completing some specific Tower challenges in the game. You gotta keep grinding through those Towers, and you'll eventually get him!
