Just grind till you get to level 300, then head over to Karate Island and find the Dark Step Teacher. He'll hook you up with Dark Step V2 if you've got the Beli.
In my experience, leveling up to 300 took some time, but once you're there, go to Karate Island and the Dark Step Teacher will upgrade you for a price.
Honestly, just hit level 300 and go meet the Dark Step Teacher on Karate Island. Easy peasy!
