Easy peasy! Just go to the main menu, select 'Options' and then 'Extras'. Enter 'Sound Test' and play these tracks in order: 1, 9, 9, 2, 1, 1, 2, 4. You'll hear a ring sound. Now start any level, hold Y + Start and voila! You're in debug mode.

Just skip all that jazz. Go to 'No Save' mode, hold the Y button while selecting a level and boom, Debug Mode activated.
