To get a Kubrow (Warframe's version of a dog), you need to complete the 'Howl of the Kubrow' quest which is unlocked by the 'Junction' on Earth. Then, get an Incubator Power Core, a Kubrow Egg, and some Genetic Code Templates. Hatch your egg and boom, you’ve got yourself a space pup!
