You can recruit Dragon Princes in Total War: Warhammer 2 by playing as the High Elves and constructing the Smith's Rang, then upgrading it to the Dragon Keep building. Once it's built, the unit will be available in your recruitment pool!

They are a High Elf unit. You need to build the Dragon Keep in Lothern or another High Elf city capable of construction.
