To unlock every character in Dragon Ball Xenoverse 2, you need to complete the main story mode, Parallel Quests, and certain Expert Missions. Some characters also become available through DLC packs.
Grinding through all the quests and missions is important, but don鈥檛 forget to check shops for any unlockable characters. It's all about exploring every corner of the game!
